VIENTIANE, Thursday, 21 November 2024 – The 11th ASEAN Defence Ministers' Meeting Plus (ADMM-Plus) was successfully held today at the National Convention Centre, Vientiane, Lao People's Democratic Republic (Lao PDR). The meeting was chaired by His Excellency General Chansamone Chanyalath, Deputy Prime Minister and Minister of National Defence of Lao PDR, and was attended by defence ministers and representatives from the ADMM-Plus countries, ASEAN Secretariat as well as Timor Leste as an observer of the ADMM, ADMM-Plus and related meetings.
Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II headed the Brunei Darussalam delegation to the 11th ADMM-Plus meeting. Also in the delegation were Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Permanent Secretary of the Ministry of Defence, as Brunei Darussalam’s ASEAN Defence Senior Officials’ Meeting Plus (ADSOM-Plus) leader and
His Excellency Haji Roslan bin Haji Yacub, Ambassador Plenipotentiary and Extraordinary of Brunei Darussalam to Lao PDR
as well as other senior officials from the Ministry of Defence.
The 11th ADMM-Plus observed a report from the ASEAN Secretariat on recent developments in ASEAN. The ministers and representatives also exchanged views on regional and international security environment, during which the ADMM-Plus members reaffirmed their commitment to peace and stability and recognised the significant role of ASEAN in enabling solidarity, practical cooperation and multilateralism. The meeting also adopted the
Joint Statement by the ASEAN Defence Ministers’ Meeting-Plus on Resilience to Climate-related and Other Natural Disasters, Including Through Best Practices Exchange and Capacity Building.
At the sidelines of the 11th ADMM-Plus, the ASEAN-China Defence Ministers' Informal Meeting was convened and co-chaired by His Excellency General Chansamone Chanyalath and His Excellency Admiral Dong Jun, Minister of National Defense of the People's Republic of China. This was followed by the Commemorative Ceremony of the 50th Anniversary of ASEAN-Australia Dialogue Relations and the Commemorative Ceremony of the 35th Anniversary of ASEAN-Republic of Korea Dialogue Relations. A handing over ceremony of the ADMM Chairmanship from Lao PDR to Malaysia officially marks the conclusion of Lao PDR’s chairmanship of ADMM for 2024. Malaysia will assume the role of Chair for ADMM and its related meetings for 2025 with the ADMM Retreat, the 19th ADMM and the 12th ADMM-Plus scheduled to take place in February and November 2025 respectively. The theme for Malaysia’s Chairmanship of ADMM and its related meetings is “ASEAN Unity for Security and Prosperity”.
MESYUARAT MENTERI-MENTERI PERTAHANAN ASEAN – PLUS KE-11 (11TH ADMM-PLUS) BERLANGSUNG DI REPUBLIK DEMOKRATIK RAKYAT LAO
VIENTIANE, Khamis, 21 November 2024 – Mesyuarat Menteri-Menteri Pertahanan ASEAN Plus Ke-11 (11th ADMM-Plus) telah diadakan dengan jayanya di Pusat Konvensyen Nasional, Vientiane, Republik Demokratik Rakyat Lao (Lao PDR). Mesyuarat tersebut dipengerusikan oleh Tuan Yang Terutama Jeneral Chansamone Chanyalath, Timbalan Perdana Menteri dan Menteri Pertahanan Nasional Lao PDR, dan dihadiri oleh Menteri-Menteri Pertahanan serta wakil dari negara-negara ahli ADMM-Plus, Sekretariat ASEAN, serta Timor Leste sebagai pemerhati ADMM, ADMM-Plus dan mesyuarat-mesyuarat berkaitan.
Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Seri Haji Halbi bin Haji Mohd Yussof, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II mengetuai delegasi Negara Brunei Darussalam ke ADMM-Plus ke-11. Juga dalam rombongan ialah Yang Mulia Brigedier Jeneral (Bersara) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Setiausaha Tetap Kementerian Pertahanan, selaku Ketua Mesyuarat Pegawai-Pegawai Kanan Pertahanan ASEAN-Plus (ADSOM-Plus) bagi Negara Brunei Darussalam dan Tuan Yang Terutama Haji Roslan bin Haji Yacub, Duta Besar Istimewa dan Mutlak Negara Brunei Darussalam ke Lao PDR serta pegawai-pegawai dari Kementerian Pertahanan.
ADMM-Plus ke-11 mendengarkan laporan dari Sekretariat ASEAN mengenai perkembangan terkini di dalam ASEAN. Mesyuarat juga bertukar-tukar pandangan mengenai persekitaran keselamatan serantau dan antarabangsa, di mana anggota-anggota ADMM-Plus mengulangi komitmen mereka terhadap keamanan dan kestabilan, serta mengakui peranan penting ASEAN dalam menguatkan perpaduan, kerjasama praktikal dan multilateralisme. Mesyuarat berkenaan juga menerima-pakai Kenyataan Bersama Mesyuarat Menteri-Menteri Pertahanan ASEAN-Plus mengenai
Resilience to Climate-Related and Other Natural Disasters, Including Through Best Practices Exchange and Capacity Building.
Di samping Mesyuarat ADMM-Plus ke-11, Mesyuarat Tidak Rasmi Menteri-Menteri Pertahanan ASEAN-China telah diadakan dan dipengerusikan bersama oleh Tuan Yang Terutama Jeneral Chansamone Chanyalath dan Tuan Yang Terutama Laksamana Dong Jun, Menteri Pertahanan Nasional Republik Rakyat China. Ini diikuti oleh Majlis Perayaan Ulang Tahun Ke-50 Hubungan Dialog ASEAN-Australia dan Majlis Perayaan Ulang Tahun Ke-35 Hubungan Dialog ASEAN-Republik Korea. Upacara penyerahan jawatan Pengerusi ADMM dari Lao PDR kepada Malaysia secara rasmi menandakan berakhirnya Pengerusian ADMM oleh Lao PDR bagi tahun 2024. Malaysia akan mengambil alih peranan sebagai Pengerusi ADMM dan mesyuarat-mesyuarat berkaitan untuk tahun 2025 dengan ADMM
Retreat, ADMM ke-19 dan ADMM-Plus ke-12 dijadualkan berlangsung masing-masing pada bulan Februari dan November 2025. Tema semasa Malaysia mempengerusikan ADMM dan mesyuarat-mesyuarat berkaitan adalah “Perpaduan ASEAN untuk Keselamatan dan Kemakmuran”.
