ROYAL BRUNEI NAVY COMMANDER ATTENDS THE 13th ASEAN NAVY CHIEFS’ MEETING

SIEM REAP, CAMBODIA, Thursday, 28 November 2019 - The 13th ASEAN Navy Chiefs’ Meeting (ANCM), hosted by the Royal Cambodian Navy, was held in Sokha Angkor Resort in Siem Reap, Cambodia from 25 to 27 November 2019. 

The ANCM provides a platform for ASEAN Navy Chiefs to engage with one another in strengthening and enhancing cooperative defence ties.

The meeting was attended by ASEAN Navy Chiefs from Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and the Socialist Republic of Vietnam. Representing Brunei Darussalam was First Admiral Dato Seri Pahlawan Haji Othman bin Haji Suhaili @ Suhaily, Commander of Royal Brunei Navy (RBN). 

The ANCM was officiated by the guest of honour, General Samdech Pichey Sena Tea Banh, Deputy Prime Minister and Minister of National Defence of Cambodia, who also gave his Keynote Address. The meeting discussed various ideas and initiatives in maintaining multilateral and bilateral strategic partnerships, the conduct of activities aimed in enhancing practical cooperation and confidence-building measures on a multiplex, multilateral level. 

The meeting also entailed discussions on upcoming initiatives, prospective meetings as well as pressing challenges to the maritime domain such as transnational crimes, terrorism and natural disasters, in line with the 13th ANCM theme, “Enhancing Cooperation for Sustainable Security at Sea.”

The Commander of RBN made a joint courtesy call with the ASEAN Chiefs of Navy to General Samdech Pichey Sena Tea Banh. He also had a courtesy call with Admiral Tea Vinh, Deputy Commander-in-Chief of Royal Cambodia Armed Forces (RCAF), who is also the Commander of Royal Cambodian Navy and Secretary-General of National Committee for Maritime Security (NCMS). The Commander of RBN also held bilateral calls with the Navy Chiefs from the Royal Thai Navy and Tentara Nasional Indonesia – Angkatan Laut (TNI-AL) respectively.

The ANCM Initiative was initially named ASEAN Navy Interaction (ANI) and its first meeting was hosted by the Royal Thai Navy in 2001. The name was changed to ANCM during the 5th ANI Meeting in 2011 hosted by the Vietnam People’s Navy. The initiative is designed to allow ASEAN Navy Chiefs to meet and discuss common challenges, how to address these issues and ultimately find solutions for them. The 14th ANCM will be held in 2020, hosted by Vietnam People’s Navy. 



PEMERINTAH TENTERA LAUT DIRAJA BRUNEI HADIRI MESYUARAT ASEAN NAVY CHIEFS’ MEETING KE-13

SIEM REAP, KEMBOJA, Khamis, 28 November 2019 - Mesyuarat ASEAN Navy Chiefs’ Meeting (ANCM) ke-13, anjuran Tentera Laut Diraja Kemboja, berlangsung di Sokha Angkor Resort di Wilayah Siem Reap, Kemboja bermula pada 25 hingga 27 November 2019. 

ANCM merupakan sebuah landasan bagi Pemerintah-Pemerintah Tentera Laut ASEAN untuk berkumpul, berinteraksi untuk mengukuhkan dan meningkatkan persahabatan pertahanan. 

Mesyuarat tersebut dihadiri oleh Pemerintah-Pemerintah Tentera Laut ASEAN iaitu, Negara Brunei Darussalam, Kemboja, Indonesia, Laos, Malaysia, Myanmar, Republik Filipina, Republik Singapura, Thailand dan Republik Sosialis Vietnam. Mewakili Tentera Laut Diraja Brunei ialah Laksamana Pertama Dato Seri Pahlawan Haji Othman bin Haji Suhaili @ Suhaily, Pemerintah Tentera Laut Diraja Brunei. 

Pembukaan ANCM dirasmikan oleh Tetamu Kehormat, Jeneral Samdech Pichey Sena Tea Banh, Timbalan Perdana Menteri dan Menteri Nasional Pertahanan Kemboja, yang mana beliau juga turut menyampaikan ucaptama. Mesyuarat tersebut membincangkan beberapa idea dan inisiatif dalam mengekalkan persahabatan strategik pelbagai hala dan dua hala, pelaksanaan beberapa aktiviti untuk meningkatkan kerjasama praktikal dan keyakinan di pelbagai peringkat. 

Mesyuarat juga membincangkan inisiatif-inisiatif dan mesyuarat-mesyuarat pada masa hadapan dan juga ancaman-ancaman sekuriti maritim seperti jenayah transnasional, keganasan (terrorism), dan bencana alam, sejajar dengan tema Mesyuarat ANCM ke-13 adalah “Enhancing Cooperation for Sustainable Security at Sea”.

Pemerintah TLDB juga membuat kunjungan hormat bersama kepada Jeneral Samdech Tea Banh dengan Pemerintah-Pemerintah Tentera Laut ASEAN. Beliau juga membuat kunjungan muhibah kepada Laksamana Tea Vin, Timbalan Pemerintah Angkatan Bersenjata Diraja Kemboja selaku Pemerintah Tentera Laut Diraja Kemboja dan Setiausaha Agung National Committee for Maritime Security (NCMS). Pemerintah TLDB juga mengadakan perjumpaan dua hala bersama Tentera Laut Diraja Thailand dan Tentara Nasional Indonesia - Angkatan Laut (TNI-AL). 

Mesyuarat ASEAN Navy Chiefs’ pada mulanya dinamakan ASEAN Navy Interaction (ANI) dan mesyuarat pertama diadakan pada tahun 2001, anjuran Tentera Laut Diraja Thailand. Pertukaran nama ke ANCM diisytiharkan semasa Mesyuarat ANI ke-5 pada tahun 2011, anjuran Tentera Laut Rakyat Vietnam. ANCM diselenggarakan untuk membincangkan cabaran-cabaran dihadapi dan mengubalkan penyelesaian bagi menangani cabaran-cabaran tersebut. Mesyuarat ANCM ke-14 akan berlangsung pada tahun 2020, anjuran Tentera Laut Rakyat Vietnam.
