​ THE ADSOM WORKING GROUP AND ADSOM-PLUS WORKING GROUP MEETINGS IN VIETNAM

DA NANG, VIETNAM, Friday, 10 January 2020 – The first ASEAN Defence Senior Officials’ Meeting Working Group (ADSOM WG) meeting of 2020 concluded today in Da Nang, Vietnam. The meeting was held back-to-back with the ASEAN Defence Senior Officials’ Meeting-Plus Working Group (ADSOM-Plus WG) meeting which began on 10 January 2020. 

Both working group meetings are the first of a series of upcoming defence engagements that will be held during Vietnam’s ASEAN including the 14th ASEAN Defence Ministers Meeting (ADMM) and 7th ASEAN Defence Ministers Meeting (ADMM-Plus) that will be held later on in 2020. The theme of the ASEAN defence sector this year is “Defence Cooperation for a Cohesive and Responsive ASEAN”.

The meetings were chaired by Lieutenant General Vu Chien Thang, Director General of the Department of Foreign Relations in his capacity as the ADSOM WG and ADSOM-Plus WG leader of Vietnam. Representing the Ministry of Defence of Brunei Darussalam was Haji Adi Ihram bin Dato Paduka Haji Mahmud, the Director of Defence Policy in his capacity as the ADSOM WG and ADSOM-Plus WG Leader of Brunei Darussalam. 

During the ADSOM WG meeting, among the agenda items covered were updates on the progress of ASEAN defence cooperation initiatives which include the ASEAN Direct Communications Infrastructure, ASEAN Defence Interaction Programme and Logistics Support Framework. The meeting also deliberated on new ADMM initiatives as well as the draft ADMM Three-Year Work Programme 2020-2022.

During the ADSOM-Plus WG meeting, defence officials of the ASEAN Member States and Plus Countries namely Australia, China, India, Japan, New Zealand, Republic of Korea, Russia and the United States updated on the work plan and activities of the seven areas of cooperation under the ADMM-Plus Experts’ Working Group. These areas are Humanitarian Assistance and Disaster Relief; Maritime Security; Counter-Terrorism; Peacekeeping Operations; Humanitarian Mine Action; Cyber Security; and Military Medicine in which Brunei Darussalam and Australia are the co-chairs of the ADMM-Plus EWG on MM for the cycle of 2020-2022.

On the sidelines of the meetings, the Brunei Darussalam delegation also held several bilateral meetings including with the ASEAN Chairman of 2020, Vietnam.


MESYUARAT-MESYUARAT KUMPULAN KERJA ADSOM DAN KUMPULAN KERJA ADSOM-PLUS DI VIETNAM

DA NANG, VIET NAM, Jumaat, 10 Januari 2020 – Mesyuarat Kumpulan Kerja Pegawai-Pegawai Kanan Pertahanan ASEAN (ADSOM WG) pertama bagi tahun 2020 telah berlangsung pada hari ini di Da Nang, Vietnam. Mesyuarat ADSOM WG diadakan bersama Mesyuarat Kumpulan Kerja Pegawai-Pegawai Kanan Pertahanan ASEAN-Plus (ADSOM-Plus WG).

Kedua-dua mesyuarat tersebut merupakan interaksi pertama daripada siri interaksi-interaksi di sektor pertahanan yang akan diadakan semasa Vietnam menjadi Pengerusi ASEAN termasuk Mesyuarat Menteri-Menteri Pertahanan ASEAN (ADMM) ke-14 dan Mesyuarat Menteri-Menteri Pertahanan ASEAN-Plus (ADMM-Plus) ke-7 yang akan diadakan pada tahun 2020. Tema bagi sektor pertahanan ASEAN pada tahun ini ialah “Defence Cooperation for a Cohesive and Responsive ASEAN”.

Kedua-dua mesyuarat kumpulan kerja itu telah dipengerusikan oleh Leftenan Jeneral Vu Chien Thang, Director General of the Department of Foreign Relations selaku Ketua ADSOM WG dan ADSOM-Plus WG Vietnam. Mewakili Kementerian Pertahanan Negara Brunei Darussalam ialah Haji Adi Ihram bin Dato Paduka Haji Mahmud, Pengarah Dasar Pertahanan selaku Ketua ADSOM WG dan ADSOM-Plus WG Negara Brunei Darussalam. 

Semasa mesyuarat ADSOM WG, pelbagai agenda berkepentingan bersama telah dibincangkan antaranya mengenai dengan perkembangan inisiatif-inisiatif kerjasama pertahanan ASEAN termasuk ASEAN Direct Communications Infrastructure, ASEAN Defence Interaction Programme and Logistics Support Framework. Mesyuarat itu juga membincangkan inisiatif-inisiatif ADMM yang baru dan deraf ADMM Three-Year Work Programme 2020-2022.

Semasa mesyuarat ADSOM-Plus WG, wakil-wakil pertahanan ASEAN Member States dan Plus Countries khususnya Australia, China, India, Japan, New Zealand, Republic of Korea, Russia dan the United States mengongsikan perkembangan tujuh bidang kerjasama ADMM-Plus Experts’ Working Group. Bidang-bidang kerjasama itu ialah Humanitarian Assistance and Disaster Relief; Maritime Security; Counter-Terrorism; Peace Keeping Operations; Humanitarian Mine Action; Cyber Security; dan Military Medicine yang mana Negara Brunei Darussalam dan Australia merupakan pengerusi bersama ADMM-Plus EWG on Military Medicine bagi kitaran 2020-2022.

Delegasi Negara Brunei Darussalam juga mengadakan beberapa perjumpaan dua hala bersama ASEAN Member States dan Plus Countries termasuk bersama Pengerusi ASEAN bagi tahun 2020, Vietnam.
