VIENTIANE, Wednesday, 25 September 2024 – The ASEAN Defence Officials’ Meeting (ADSOM) and ADSOM-Plus were held from 25 to 26 September 2024 respectively at the Don Chan Palace Hotel and Convention, Vientiane, Lao PDR. Both meetings were chaired by Major General Somphone Mittaphone, Deputy Chief of General Staff, Lao People’s Army, in his capacity as the ADSOM Leader of Lao PDR.
Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Permanent Secretary at the Ministry of Defence attended the meetings as Brunei Darussalam’s ADSOM and ADSOM-Plus Leader. Accompanying the Permanent Secretary were officers from the Ministry of Defence, Brunei Darussalam.
The ADSOM and ADSOM-Plus meetings play significant parts in the preparation for the upcoming 18th ASEAN Defence Minister’s Meeting (ADMM) and the 11th ADMM-Plus, which are scheduled to be held in November 2024. The ADSOM deliberated on several new ADMM initiatives and received updates on the progress of existing ASEAN defence cooperation.
The ADSOM-Plus provided updates on the new set of co-chairs for the 2024-2027 cycle of the ADMM-Plus Experts’ Working Groups (ADMM-Plus EWGs), which are Maritime Security, Counter-Terrorism, Military Medicine, Humanitarian Assistance and Disaster Relief, Peacekeeping Operations, Humanitarian Mine Action and Cyber Security.
The ADSOM-Plus Leaders also made a joint courtesy call to His Excellency
Chansamone Chanyalath, Deputy Prime Minister and Minister of National Defence of Lao PDR. On the sidelines of the meetings,
Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin also had the opportunity to conduct bilateral meetings with ADSOM-Plus Leaders from Lao PDR, Singapore, Malaysia, Australia, People’s Republic of China, and United States.

Mesyuarat Pegawai-Pegawai Kanan Pertahanan ASEAN (ADSOM) dan ADSOM-Plus telah berlangsung pada 25 dan 26 September 2024 di
Don Chan Palace Hotel and Convention, Vientiane, Republik Demokratik Rakyat Lao (Lao PDR). Kedua-dua mesyuarat tersebut telah dipengerusikan oleh
Mejar Jeneral Somphone Mittaphone, Deputy Chief of General Staff, Tentera Rakyat Lao,
selaku Ketua ADSOM dan ADSOM-Plus Lao PDR.

Brigedier Jeneral (Bersara) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Setiausaha Tetap Kementerian Pertahanan telah menghadiri mesyuarat-mesyuarat tersebut sebagai Ketua ADSOM dan ADSOM-Plus Negara Brunei Darussalam. Setiausaha Tetap turut diiringi oleh pegawai-pegawai dari Kementerian Pertahanan, Negara Brunei Darussalam.
Mesyuarat ADSOM dan ADSOM-Plus memainkan peranan yang penting bagi persediaan Mesyuarat Menteri-Menteri Pertahanan ASEAN (ADMM) ke-18 dan ADMM-Plus ke-11 pada bulan November 2024. Mesyuarat ADSOM tersebut telah membincangkan beberapa inisiatif ADMM yang baharu dan menerima kemaskini mengenai kemajuan kerjasama pertahanan ASEAN yang sedia ada.
Semasa ADSOM-Plus, pengerusi-pengerusi bersama yang baharu bagi bidang kerjasama Kumpulan Kerja Pakar ADMM-Plus (ADMM-Plus EWGs) turut dikemaskinikan bagi kitaran 2024-2027 dalam bidang-bidang kerjasama iaitu Keselamatan Maritim, Anti Keganasan, Perubatan Tentera, Bantuan Kemanusiaan dan Bencana, Operasi Pengaman, Humanitarian Mine Action, dan Keselamatan Siber.
Ketua-ketua ADSOM-Plus juga membuat kunjungan hormat bersama kepada Tuan Yang Terutama Chansamone Chanyalath, Timbalan Perdana Menteri dan Menteri Pertahanan Lao PDR. Di samping itu, Yang Mulia
Brigedier Jeneral (Bersara) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin juga berpeluang untuk mengadakan mesyuarat dua hala bersama Ketua-Ketua ADSOM-Plus dari Lao PDR, Republik Singapura, Malaysia, Australia, Republik Rakyat China dan Amerika Syarikat.
