LIEUTENANT COLONEL HAJI ISMADI BIN HAJI JUMAT
Director of Personnel

Lieutenant Colonel Haji Ismadi bin Haji Jumat joined the Royal Brunei Armed Forces (RBAF) in April 1995 and was later commissioned in 1997 after completing the Officer Cadet Course at the Singapore Armed Forces Training Institute (SAFTI) Military Institute, Singapore. He is currently holding the position of Director of Personnel as of 20th October 2022.

Lieutenant Colonel Haji Ismadi’s career highlight includes assuming his first post as an infantry platoon commander in the Second Battalion of the Royal Brunei Land Force in 1997. Lieutenant Colonel Haji Ismadi also held various command and staff appointments over his 27 years of service. These include the posts of Staff Officer Grade 2 (SO2) and eventually Staff Officer Grade 1 (SO1) Administration, Directorate of Personnel RBAF, Officer Commanding of Rifle Company, Officer Commanding of Recruit Company Training Institute RBAF, Adjutant and Regimental Signal Officer of Third Battalion Royal Brunei Land Force and Aide De Camp to Commander Royal Brunei Armed Forces. On 1st January 2018, he was appointed as Commanding Officer of Military Police RBAF, a post which he held until 27th July 2018 before assuming his appointment as Defence Adviser to the Republic of Singapore on 30th August 2018. On 1st October 2021, Lieutenant Colonel Haji Ismadi was appointed as Staff Officer Grade 1 Joint Warfare Joint Force HQ RBAF and later held the position of Military Assistant (MA) to the Deputy Minister of Defence.

Lieutenant Colonel Haji Ismadi served as the contingent commander from RBAF attached to Malaysian Battalion 1 (MALBATT 1) under the United Nations Interim Forces in Lebanon (UNIFIL) from May 2009 to April 2010.

In 2010, Lieutenant Colonel Haji Ismadi attended the first local Command and Staff Course conducted by Royal Brunei Armed Forces in Brunei Darussalam and has completed Post Graduate in Defence and Strategic Studies in Brunei with certification endorsed by Massey University, New Zealand. He has undergone various courses and staff training abroad. These include the Grade Two Staff and Tactic Course Australia, Motorized Infantry Company Commander PLA China, Grade Three Staff and Tactic Course New Zealand, Regimental Signal Officer Course and Platoon Commander Battle Course in the United Kingdom and Global Peace Operations Initiative Courses in Malaysia and Thailand. The last course he attended was the Executive Development Programme for Senior Government Officers (EDPSGO) at Universiti Teknologi Brunei on April 2022.

Lieutenant Colonel Haji Ismadi is married to Hajjah Haslena binti Haji Junaidi and is blessed with two children, a daughter and a son. He enjoys gardening and is a social golfer.​

INTRODUCTION

Directorate of Personnel is made up of a number of departments responsible for a wide range of activities relating to personnel management, administration, career development, welfare and discipline. This Directorate is responsible in formulating, implementing and regulating policies pertaining manning, records, administration, finance, training, education, legal, discipline and welfare.


VISION
 •    Efficient and effective human resource management.
 
MISSION
  •    To improved personnel level (strength and eligibility) inorder to achieve readiness and sustainability.


ROLE
 •    To govern the implementation of policies and regulations of personnel such as recruitment, posting & promotion, salary & allowances, extension of service and retirement.
•    To give advise to unit on administrative matters.
•    To coordinate administrative support for Royal Brunei Armed Forces to foreign agencies.
•    To monitor the development of education in the Royal Brunei Armed Forces.


ORGANISATION CHART



1. ROLE OF ADMINISTRATION OFFICE

  • Monitor and provide advice on matters related to the administration of the units and coordinate the need for administrative assistance required from the RBAF to external parties

2. ROLE OF PROTOCOL OFFICE

  • Responsible for the implementation of Protocols in RBAF and representing RBAF on National Level and Ministry of Defence.

3. ROLE OF MANNING & RECORD OFFICE

  • Manage the implementation of policies and regulations related to RBAF Personnel such as:
  • Postings
  • Promotion
  • Extension of Service
  • End of service
  • Archival of Personnel Data (Personal document files)

4. ROLE OF FINANCE OFFICE

  • To advise the Commander of the RBAF and units on all matters relating to finance and accounting in the RBAF including payments for British Loan Service Personnel and contract officers

5. ROLE OF EDUCATION OFFICE

  • Monitor all matters related to the development of education in RBAF, and as the coordinator for RBAF and Ministry of Education on the syllabus and Examination recognition.

6. ROLE OF DOCTRINE OFFICE

  • To monitor all matters related to staff duties and the updating of RBAF Training Doctrine.

7. ROLE OF VETERAN AFFAIRS OFFICE

  • To care for the welfare and well -being of retirees and former RBAF Personnel


8.    ROLE OF TRAINING OFFICE

  • To coordinate and monitor matters related to training and courses in RBAF with other ministries or foreign military forces for training or courses offered locally and abroad.

9.    ROLE OF RECRUITMENT OFFICE

  • Responsible to attract local youth who are qualified to be a soldier as a career by organizing career fairs in schools, colleges and higher institutions.
  • Responsible for administering the process of selection and recruitment of officers and other ranks for potential RBAF personnel.


10.    ROLE OF RBAF PRIHATIN CENTRE

To provide services such as prevention education, rehabilitation and self development by a well dedicated counselor in order to improve the quality of military personnel for their service in the RBAF.

11.    ROLE OF RBAF BAND

To served military band music and quality entertainment with highly disciplined proportional with other countries.

PERANAN PEJABAT LATIHAN
Memantau hal-hal yang berkaitan dengan latihan dan kursus dalam ABDB dan sebagai penyelaras bagi pihak ABDB dengan pihak kementerian lain atau angkatan tentera luar mengenai apajua latihan atau kursus dalam dan luar negeri.

PERANAN PEJABAT PENGAMBILAN
• Bertanggungjawab dalam menarik minat anak-anak tempatan yang berkelayakan untuk menjadikan bidang ketenteraan sebagai satu kerjaya dengan mengadakan pameran kerjaya di sekolah-sekolah, maktab-maktab dan institusi-institusi pengajian tinggi.
• Bertanggungjawab dalam mentadbir proses pemilihan dan pengambilan bakal-bakal anggota ABDB, seperti pengambilan bakal-bakal pegawai dan lain-lain peringkat.

PERANAN PUSAT PRIHATIN ABDB
Memberikan khidmat pencegahan pendidikan, pemulihan dan perkembangan kendiri yang mempunyai ahli-ahli yang dedikasi pada meningkatkan kualiti anggota tentera selama mereka berkhidmat dalam ABDB.

PERANAN PANCARAGAM ABDB
Memberi khidmat muzik pancaragam tentera dan hiburan yang berkualiti serta berdisiplin tinggi setanding dengan negara-negara luar.

PERANAN PEJABAT TUGAS TURUS & DOKTRIN 

  • Memantau semua perkara berkaitan dengan staff duties, permakluman dan pengemaskinian Doktrin Latihan ABDB

PERANAN PEJABAT PROTOKOL

  • Bertanggungjawab sepenuhnya dalam perlaksanaan protocol dan Adat Istiadat di ABDB. Mewakili ABDB berkenaan dengan Protokol/Adat Istiadat diperingkat Kebangsaan dan Kementerian Pertahanan.

PERANAN PEJABAT PELAJARAN

  • Memantau semua perkara berkaitan kepada pembangunan Pendidikan di ABDB dan sebagai penyelaras ABDB dengan Kementerian Pendidikan mengenai silibus dan perperiksaan, pengiktirafan  dan juga pelatih/pengajar untuk Pendidikan sekolah
