BRUNEI DARUSSALAM AND THE REPUBLIC OF FRANCE CONDUCT THE 13TH JOINT DEFENCE WORKING COMMITTEE MEETING IN PARIS, REPUBLIC OF FRANCE


PARIS, FRANCE, Thursday, 28 July 2022 – The 13th Joint Defence Working Committee (JDWC) meeting between Brunei Darussalam and the Republic of France was held today, at the French Ministry of Defence’s Headquarters, Paris, Republic of France.  The meeting was co-chaired by Haji Adi Ihram bin Dato Paduka Haji Mahmud, Deputy Permanent Secretary (Policy and Strategy), Ministry of Defence, Brunei Darussalam and Brigadier General (Armament Corps) Caroline Salahun, Director for Asia-Pacific, Directorate for International Development, Direction Générale de l’Armement (DGA), Ministry of the Armed Forces, Republic of France. Senior officers from the defence establishments and armed forces of both countries also attended the meeting. 

During the meeting, both sides discussed updates on the bilateral defence cooperation and shared views on potential areas of future cooperation including courses and trainings in research and development, cyber security, and peacekeeping. Brunei Darussalam and France also had the opportunity to exchange views on developments in respective countries namely on the Defence White Paper 2021 as well as updates on France’s Defence Innovation Agency and the conduct of its armament programmes. Both sides reaffirmed its commitment and expressed hope to further strengthen closer cooperation and relations between the two-armed forces and defence establishments. 

At the sideline of the meeting, Brunei Darussalam’s Co-Chair also paid courtesy call on Major General Règis Colcombet, Head of International Security Affairs, Department of the DGRIS (Direction Gènèrlae des Relations Internationales et de la Stratègie) where they discussed issues of mutual interests between both sides. As part of the programme arranged by the French counterparts, Brunei Darussalam’s delegation also had the opportunity to visit several of their defence industry companies including Thales, Nexter, Arquus and the MBDA. 

Brunei Darussalam and the Republic of France inked the Memorandum of Understanding Concerning Cooperation in Defence Matters and in Defence Equipment on 25 February 1999 in Bandar Seri Begawan. The JDWC was established as a platform to manage both countries’ bilateral defence relations, where the first meeting was held in 2000.  The next JDWC, the 14th of its series, is expected to be held in Brunei Darussalam tentatively in 2024.



NEGARA BRUNEI DARUSSALAM – REPUBLIK PERANCIS ADAKAN MESYUARAT JAWATAN KUASA KERJA PERTAHANAN BERSAMA KALI KE-13 DI PARIS, REPUBLIK PERANCIS

Paris, Republik Perancis, Khamis, 28 Julai 2022 – Mesyuarat Jawatankuasa Kerja Pertahanan Bersama (JKPB) kali ke-13 di antara Negara Brunei Darussalam dan Republik Perancis diadakan hari ini di Ibu Pejabat Kementerian Pertahanan, Republik Perancis di Paris,  Republik Perancis. Mesyuarat dipengerusikan bersama oleh Yang Mulia Haji Adi Ihram bin Dato Paduka Haji Mahmud, Timbalan Setiausaha Tetap (Dasar dan Strategi), Kementerian Pertahanan, Negara Brunei Darussalam dan Brigadier Jeneral (Kor Armamen), Pengarah Asia Pasifik, Direktorat Pembangunan Antarabangsa (DI) Direction Générale De L'armament (DGA), Republik Perancis. Turut menghadiri mesyuarat adalah pegawai-pegawai kanan dari Kementerian Pertahanan dan angkatan bersenjata kedua-dua negara. 

Semasa mesyuarat tersebut, kedua-dua pihak membincangkan kemaskini kerjasama pertahanan dua hala dan berkongsi pandangan mengenai bidang potensi kerjasama pada masa hadapan termasuk kursus dan latihan dalam penyelidikan dan pembangunan, keselamatan siber dan operasi pengaman. Negara Brunei Darussalam juga berkesempatan untuk menyampaikan taklimat mengenai Kertas Putih Pertahanan 2021 dan berkongsi perkembangan berkaitan Mesyuarat Menteri-Menteri Pertahanan ASEAN (ADMM) dan Mesyuarat Menteri-Menteri Pertahanan ASEAN-Plus (ADMM-Plus), manakala Republik Perancis pula menyampaikan taklimat mengenai Kementerian Angkatan Bersejata Perancis, penubuhan Agensi Innovasi Pertahanan dan perlaksanaan program persenjataan.

Di samping mesyuarat tersebut, Pengerusi Bersama Negara Brunei Darussalam juga mengadakan kunjungan hormat kepada Mejar Jeneral Règis Colcombet, Ketua Hal Ehwal Keselamatan Antarabangsa, Jabatan DGRIS (Direction Gènèrlae des Relations Internationales et de la Stratègie) di mana mereka berkesempatan membincangkan isu-isu berkepentingan bersama di antara kedua belah pihak. Sebagai sebahagian daripada program yang diatur oleh pihak Republik Perancis, delegasi Negara Brunei Darussalam juga berpeluang melawat beberapa buah syarikat industri pertahanan Republik Perancis seperti Thales, Nexter, Arquus dan MBDA.

Negara Brunei Darussalam dan Republik Perancis menandatangani Memorandum Persefahaman Mengenai Kerjasama dalam Hal-hal Pertahanan dan Peralatan Pertahanan pada 25 Februari 1999 di Bandar Seri Begawan, Negara Brunei Darussalam.  Mesyuarat Jawatankuasa Kerja Pertahanan Bersama (JKPB) ini adalah sebagai sebahagian platform perbincangan yang dipersetujui kedua pihak bagi memantau kerjasama dua hala antara kedua negara, di mana mesyuarat kali pertama telah diadakan pada tahun 2000.  Mesyuarat JKPB akan datang, iaitu siri ke-14, di jangka akan diadakan pada tahun 2024 di Negara Brunei Darussalam.
