PHNOM PENH, Tuesday, 15 March 2022 – The 19th ASEAN Military Intelligence Meeting (19th AMIM) was held by the Royal Cambodian Armed Forces at the Ministry of National Defence Cambodia with the theme “Solidarity for Harmonized Security”. The 19th AMIM was chaired by Lieutenant General Hun Manith, Director General of the Department of Research and Intelligence, Ministry of National Defence.
Leading the Brunei Darussalam’s delegation was Colonel (U) Hj Mohammad Muluddin bin Haji Latif, Director of Intelligence, Ministry of Defence.
A day prior to the 19th AMIM, a Staff Officer working group meeting was held where Brunei Darussalam’s delegation was represented by Lieutenant Colonel Hj Fadzli bin Hj Abdullah. During the working group meeting, a Joint Statement was consolidated and two concept papers were discussed which included Brunei Darussalam’s initiative, ASEAN Junior Intelligence Interaction Programme (AJIIP) and ASEAN Military Intelligence Community (AMIC), an initiative started by the Socialist Republic of Viet Nam.
During the 19th AMIM, ASEAN Directors of Military Intelligence (ASEAN DMI) exchanged views on pertinent regional security matters and discussed the finalised concept paper on AJIIP where a consensus from all ASEAN member states were received for the adoption of the initiative during the 19th ASEAN Chiefs of Defence Forces Meeting (ACDFM) this year. Fellow ASEAN DMIs also shared security concerns which included terrorism, transnational crime, cyber security and major power struggles. The meeting concluded with a handover ceremony between the Kingdom of Cambodia and the Republic of Indonesia as the next Chairman of the 20th AMIM in 2023.
The Director of Intelligence also had the opportunity to hold bilateral meetings with his ASEAN counterparts to discuss bilateral defence relations and military cooperation between Brunei Darussalam and the respective countries concerned.
MESYUARAT PERISIKAN TENTERA ASEAN KE-19 (19th AMIM)
PHNOM PENH, Selasa, 15 Mac 2022 – Mesyuarat Perisikan Tentera ASEAN ke-19 (19th AMIM) telah diadakan oleh Angkatan Bersenjata Diraja Kemboja di Kementerian Pertahanan Kemboja dengan tema “Perpaduan untuk Keselamatan Yang Harmoni”. Mesyuarat tersebut dipengerusikan oleh Leftenan Jeneral Hun Manith, Ketua Pengarah Jabatan Penyelidikan dan Perisikan, Kementerian Pertahanan Negara Kemboja.
Mengetuai delegasi Brunei Darussalam bagi Mesyuarat AMIM ke-19 adalah Kolonel (U) Hj Mohammad Muluddin bin Haji Latif, Pengarah Perisikan, Kementerian Pertahanan.
Sehari sebelum mesyuarat AMIM ke-19, satu mesyuarat kumpulan kerja bagi Pegawai-Pegawai Staf telah diadakan di mana delegasi Negara Brunei Darussalam telah diketuai oleh Leftenan Kolonel Hj Fadzli bin Hj Abdullah. Semasa mesyuarat kumpulan kerja tersebut, Kenyataan Bersama telah disatukan dan dua kertas konsep telah dibincangkan termasuk hasil initiatif daripada Negara Brunei Darussalam iaitu kertas konsep ASEAN Junior Intelligence Interaction Programme (AJIIP) dan kertas konsep ASEAN Military Intelligence Community (AMIC) iaitu hasil initiatif yang telah dimulakan oleh Republik Sosialis Viet Nam. Pengarah-Pengarah Perisikan Tentera ASEAN (ASEAN DMI) turut bertukar pandangan mengenai isu keselamatan serantau dan membincangkan kertas konsep AJIIP yang dimuktamadkan dan telah mendapat konsensus daripada semua ahli negara ASEAN dan akan diterima pakai dalam Mesyuarat ASEAN Chiefs of Defence Forces Meeting (ACDFM) tahun ini. Dalam pertemuan ini juga, semua ahli DMI ASEAN telah berkongsi dan membincangkan mengenai isu keganasan, keselamatan siber, cabaran-cabaran negara berkuasa besar dan juga perkembangan situasi di Eropah timur. Mesyuarat tersebut diakhiri dengan upacara penyerahan antara Kerajaan Kemboja dan Republik Indonesia sebagai Pengerusi AMIM ke-20 seterusnya pada tahun 2023.
Sebelum mesyuarat AMIM ke-19 juga, Pengarah Perisikan juga berkesempatan untuk mengadakan mesyuarat dua-hala dengan Pengarah Perisikan negara-negara ASEAN yang lain untuk membincangkan hubungan pertahanan dua-hala dan kerjasama ketenteraan di antara Negara Brunei Darussalam dan negara-negara berkenaan.
